Team members have the ability to set their individual check-in and summary times, but having a default for the account can make things easier for new team members, especially if your teams don't use the system default of 9 AM and 11 AM.

To set your account defaults, go to Account Settings - Check-ins. Don't forget to hit "save" when you're done.
